HOUSE BILL NO. 188 by Representative Kreiss-Tomkins, entitled:                                                                  
                                                                                                                                
    "An Act relating to commercial fishing entry permits; establishing                                                          
    regional fisheries trusts and fisheries trust regions; relating to                                                          
    commercial fishing entry permits held and leased by a regional                                                              
    fisheries trust; relating to the duties of the Alaska Commercial                                                            
    Fisheries Entry Commission and the Department of Commerce,                                                                  
    Community, and Economic Development; and providing for an
